Gov’t recommits to skills development

RUBAVU - The Government of Rwanda yesterday renewed its commitment to focus on skills development, in particular, urgently investing in vocational training.
This was reached on the third day of the on-going National Leadership Retreat taking place at Kivu Serena Hotel in Rubavu District. A review of the recent skills audit report cited a critical lack of skilled technicians in every sector.

The retreat tasked the Rwanda Workforce Development Authority (WDA), established in 2008, to lead the initiative which will include, among other actions, immediate realignment of training and education to Rwanda’s labour requirements.

The leaders identified Rwanda’s human capacity gap and its impact on economic growth as a major impediment to delivery, which is top on the agenda of the week-long event that is being chaired by President Kagame.

“A skilled workforce is a critical component of attracting foreign investment and building domestic businesses - just as we need funding, you need suitable labour,” said Dr David Himbara, Principal Private Secretary to the President.

He added: “Therefore this is a determined drive to systematically address a missing link by continuously reviewing what Rwanda needs in terms of the right mix of quality and quantity of skills in relation to our development vision.”[more]http://www.newtimes.co.rw/index.php?issue=13811&article=13486

President Kagame handing Christmas gifts to children.

President Paul Kagame yesterday afternoon threw the traditional annual Christmas party for children from all parts of the country, at Urugwiro Village.
During the colourful party, the President together with the First Lady, Jeanette Kagame, handed well-wrapped gifts to the jubilant children. Each child received a school bag, English or mathematics text book a mathematical sets as well as an English story book.
The President advised the over 100 children to be disciplined in all aspects of their lives saying they were tomorrow’s leaders.

“For Rwanda to be a good, developed and peaceful country, it depends on you,” he said.
He called upon them to be disciplined in obeying and respecting their parents and teachers. He further urged the children to value cleanliness, studying, doing sports and working in order to be better future leaders.

“Leadership starts when you are still young not when you have grown up. This festive season is important because it is a time to remind you that you are tomorrow’s leaders,” Kagame said.
Most importantly he told children to take care of their health by staying clean in order to avoid diseases, adding that cleanliness is very important for children as it will make them stay healthy.
Each of the thirty districts in the country was represented by three children who were escorted by their parents and some teachers, to the Christmas party celebrations.
They also interacted with members of the Unity Club which groups together all senior government leaders and is headed by the First Lady.

ARUSHA - The International Criminal Tribunal for Rwanda (ICTR) yesterday sentenced Protais Zigiranyirazo, also known as ‘Mr Zed’, to twenty years in jail on two counts of Genocide and extermination.

Zigiranyirazo, a brother-in-law of former President Habyarimana, had been charged with five counts that included; conspiracy to commit Genocide, Genocide, complicity in Genocide, extermination as a crime against humanity and murder as a crime against humanity.
Of all the five counts, in the chamber that was presided over by judge Inés Mónica Weinberg de Roca, it only found the accused guilty of two counts; Genocide and extermination.

According to, the judgment, the Trial Chamber II found the accused guilty of having participated in a joint criminal enterprise with a common purpose of committing Genocide and extermination as well as aiding and abetting Genocide.
The judge further read that the accused arrived at Kesho hill in the Western Province on the morning of April 8, 1994, as part of a convoy of assailants and delivered a speech to the assailants who subsequently killed between 800 and 1500 Tutsis.

“The chamber considers that the circumstances of the attack, including, among other factors, the coordinated manner in which the better-armed reinforcements arrived, the large number of assailants, and the support of authority figures, show a common plan to kill the Tutsis at Kesho Hill, and that the accused’s actions show that he shared this common purpose,” Weinberg de Roca read from the judgment.

However, the chamber dismissed prosecution charges that the accused was involved in the killing of the three gendarmes and one Stanislas Sinibagiwe.
The chamber thus concluded that there are no mitigating factors that could be taken into account in the determination of the sentence.

ARUSHA - The much awaited verdict in the widely publicised Military I trial was rendered yesterday at the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania.
The verdict handed down by Judge Eric Möse, sentenced the former Director of Cabinet in the Ministry of Defence, Col. Theoneste Bagosora, and two other former senior Rwandan military officers to life imprisonment.
The trial chamber however acquitted former director of operations in the former armed forces (Ex-FAR), a decision that has been contested by the Rwandan Government.
The two other members of the Ex-Far who were sentenced to life in jail are Major Alloys Ntabakuze, former commander of the elite Para Commando battalion and Lieutenant Colonel Anatole Nsengiyumva who was the commander of the military operation sector of Gisenyi. They were convicted in a joint trial for Genocide, Crimes against Humanity and War crimes.
The UN court however acquitted Kabiligi, the former head of the military operations (G-3) after it found him not guilty of all the charges, and ordered his release.
The Prosecution had charged Kabiligi with participation in the distribution of weapons, meetings to plan the Genocide as well as a number of specific crimes many of which were related to roadblocks in the Kigali area.
Bagosora was found guilty of killing several politicians including former Prime Minister Agatha Uwilingiyimana, Joseph Kavaruganda, the President of the Constitutional court as well as Frederic Nzamurambaho, Landoald Ndasingwa and Faustin Rucogoza who were opposition party officials and ministers designate in a transition government that was in the offing. PARLIAMENT - President Paul Kagame yesterday morning emphatically urged Rwandans and country leaders to focus on how the nation’s development can be fast-tracked.
He said this at Parliament buildings in Kimihurura while opening the Sixth National Dialogue Conference, a two-day event that brings together Rwandans, especially those in leadership positions, to discuss and share ideas on national issues, in particular how to solve current national problems.
Kagame stressed that he could not fail to remind the packed plenary room about the conference’s worth, and what is expected from it, in line with the aim of advancing the country.
“The country’s development is of paramount importance however much people might be different,” Kagame said, while underlining the importance of the meeting as a reminder to Rwandans of their common goal.
“What unites Rwandans and how they should fuse strengths to attain their common goal – the country’s development – should be the discussions’ outcome,” he pointed out, suggesting that differences such as in political ideology should not discourage efforts in that direction.
“We all want development however much our differences,” he said, giving the wider African continent as an example.
“With all its different countries, cultures and many other differences like religion, all of Africa wants development,” said the President.
While discussing issues, President Kagame emphasised that participants should come back to the central question – how can we speed up development?
He, however, also returned to one troubling thing, of which if a remedy was found fast, would be very beneficial – the continuous dependency on foreign aid.

In a country where cigarettes are responsible for one in five deaths and smoking costs tens of billions of dollars in health care, Obama has been under pressure to set an example by giving up his reported two-decade-old habit.
Appearing on NBC's "Meet the Press" program, interviewer Tom Brokaw told Obama he had ducked answering the question during an interview last month with ABC's Barbara Walters.
Noting that the White House was a no-smoking zone, Brokaw asked Obama, "Have you stopped smoking?"
"I have," Obama replied, smiling broadly. "What I said was that there are times where I have fallen off the wagon."

WASHINGTON – Before he ran for president Barack Obama quit smoking. Now that he's won the job, he may have to break another addiction: Checking his BlackBerry for e-mail.
The president's e-mail can be subpoenaed by Congress and courts and may be subject to public records laws, so if a president doesn't want his e-mail public, he shouldn't e-mail, experts said. And there may be security issues about carrying around trackable cell phones.
Obama transition officials haven't made a decision on what the new president will or will not carry, but those who have been there say it's unlikely he'll carry his BlackBerry and he may be in for some withdrawal pains.

"Definitely he's going to feel an electronic detoxing," said Reed Dickens, former assistant press secretary to President George W. Bush. Dickens jokes that he personally is so addicted to his BlackBerry that he checks his device before opening his right eye.
President-elect Obama has often been seen avidly checking his e-mail on his handheld equipment. This past summer, news cameras recorded him checking his BlackBerry while watching his daughter's soccer game, only to have Michelle Obama slap at his hands, prompting him to return the device to its holster.
Actress Scarlett Johansson said she has had frequent e-mail exchanges with him during his campaign travels, something the Obama campaign downplayed.

"This is a decision President-elect Obama will have to face," said former Bush press secretary Scott McClellan, who added that Obama's legal advisers will probably recommend against an e-mailing president.
"While he has pledged an open and transparent government, I doubt the president-elect is interested in subjecting his own personal communications to that standard," McClellan wrote in an e-mail interview. He added, "He will have to think very hard about whether he wants to make his own words that subject to open records by having his own e-mail and his own BlackBerry."
There is presidential precedent for an e-mail blackout. Presidents George W. Bush and Bill Clinton didn't e-mail while in office.

"It's all discoverable; it creates a trail that might end up in congressional investigators' hands," said Clinton press secretary Mike McCurry. If you want to delete White House e-mail, you get a stern warning about archiving presidential records, he said.
A few days before Bush took office in 2001, he sent an e-mail to a few dozen close friends saying he would no longer use e-mail: "Since I do not want my private conversations looked at by those out to embarrass, the only course of action is not to correspond in cyberspace. This saddens me."
Bush was unhappy about losing his e-mail and mostly used the phone to talk to friends, McClellan wrote, adding, "I am sure the president looks forward to being able to communicate with them via e-mail again come January 20, 2009."
The Bush White House has been battling courts about lapses in e-mail archives at the White House.
Before 2001, Bush was an active e-mailer, but that was before the now ubiquitous BlackBerry with e-mail and text message functions was released in 2002. Users who constantly check their devices often call themselves crackberry addicts. A Canadian government agency asked its workers to live by a "BlackBerry blackout" on nights and weekends "in order to achieve work/life quality here."

"I think Obama is the first president who is addicted to the BlackBerry like the rest of us, and there's a lot of presidential records and archive rules on what gets stored and what doesn't," said former Clinton press secretary Joe Lockhart.
Quitting BlackBerry use is not something some political types — such as McClellan — or tech-geeks like thinking about.
Benjamin Nugent, author of the book "American Nerd," said the president-elect is such a techie and has nerd qualities. So cutting off the BlackBerry could be painful: "It'll be interesting if we could see the torment on his face. For me it would be hell."
But it actually could be good for the president-elect, said psychology professor Lawrence Welkowitz of Keene State University in New Hampshire.

"It might be a completely freeing thing for him, so that he can free himself to think and act," said Welkowitz, who doesn't carry a BlackBerry.
But even if Obama isn't packing a BlackBerry or cell phone, he'll have plenty of aides within arm's reach who do, experts said. Often a president uses the equipment of personal assistants.
And there is the chance that Obama may buck the past and keep his BlackBerry tethered to his belt.

"He's the president," McCurry said. "If he wants to carry the BlackBerry, he's entitled."

The Congolais Attacked me because of my Identity-It is shame

These are Congolais who were demostrating infront of their Embassy here in Pretoria today.

I'm staying next to the Embassy of DRC so when i went out they saw me, immediately they attacked me because I'm Rwandan.I was not expecting that they can do such things towards me. I took these picture from my house. But thank God the Police were there and they worked hard to give me enough protection from that place. Because those people you see and more were able anything bad towards me.you can imagine!

Let me back to what i have learn today. As African, Who love Africa, It is shame when you see people want to hurt you once all of us we are in foreign country here in South Africa. Instead of trying to solve issue you keep creating new conflict with innocent people. I think African we should learn how to solve issues like wars and other conflict which are destroying our continent than to creat more problem. And Also we should try to look where the base of our problems in deep than to take the way we think. What i know the war in DRC is there because of nature resorces. So it means many countries are there to take what they want because the Congolais are just fighting. If I'm wrong you can correct me in this view of mine.

I want make people to understand that whatever the people accussed to Rwanda that is supporting Rebels are not true because i read more news through Internet talking about Gen. Laurent Nkunda as Rwandan which is not true. Gen. Nkunda is Congolais who fighting with other Congolais so we have no connection with that. To speak Kinyarwanda it can't make him to be a Rwanda.

Let me tell you in Tanzania and Kenya the have masai tribu but some are in Kenya and some in Tanzania all are speaking one language and same culture. If masai of Kenya have problem with their fellow brothers in Kenya will start saying they are from tanzania!

We must ask ourself where these borders come from and before they were established where were we??? I know we all know that the colonize are they one who did all this think of borders but now it is our time to change and put down our differencies then we make Africa to become one.

The question is this?? Since all African country got at least independence we have taught all of this things but still we don't understand anything. Instead developing our continent we are still creating fight and conflict ourself.

I hope we all love Africa and we want to see Africa in new lifeand change as other continents.

I hope these problems we are facing around Africa one day African who love Africa will solve them. Remember Eastern Congo,Darfur,Somalia and Zimbabwe.

Dear brothers and sisters let stand and fight for crime and violence in Africa and Pray for our Continent.

Thousands brave downpour to protest Kabuye arrest

Thousands of Rwandans converged at the Germany Embassy to demostrate against the Rose Kabuye’s arrest in Germany.

NYARUGENGE - Thousands of Kigali City residents braved a heavy downpour that washed the city yesterday afternoon when they took to the streets in protest against the weekend’s arrest of Rose Kabuye, the Director of State Protocol.
Kabuye was arrested in the German city of Frankfurt as she arrived at the airport on state duty. The arrest was based on the heavily contested indictments issued in 2006 by French Judge, Jean Louis Bruguiere, against nine senior Government officials.
“It is a shame for Germany to arrest an innocent woman just 70 years after the Holocaust…you should be arresting the Genocidaires who are freely roaming in your country!” read one of the many banners that were held by protesters who converged at the German embassy in Kiyovu, a Kigali suburb.
The peaceful demonstration was held under a heavy deployment of riot police that controlled the masses who were consistently chanting “we want our Rose back.”

Obama and his wife, Michelle, arrived at the South Portico 11 minutes early with President Bush and first lady Laura Bush waiting for them. Mrs. Bush and Mrs. Obama enjoyed a warm greeting, while the president and his successor exchanged smiles and a handshake.

Miriam Makeba, the "Mama Africa" whose sultry voice gave South Africans hope when the country was gripped by apartheid, died early Monday of a heart attack after collapsing on stage in Italy. She was 76.
In her dazzling career, Makeba performed with musical legends from around the world — jazz maestros Nina Simone and Dizzy Gillespie, Harry Belafonte, Paul Simon — and sang for world leaders such as John F. Kennedy and Nelson Mandela.
Her distinctive style, which combined jazz, folk and South African township rhythms, managed to get her banned from South Africa for over 30 years.
"Her haunting melodies gave voice to the pain of exile and dislocation which she felt for 31 long years. At the same time, her music inspired a powerful sense of hope in all of us," Mandela said in a statement.

This is journey to white house. After more than 20 month Obama won the election and made the history in America as first Black to become US president.

What i have see is that Obama is Man of People not only in his country but around the world. Here in South Africa before the US election all news paper on frontline they was picture of Obama.

I think in my own view people are not only supporting Obama because his African-American but his wisdom. He touched many people since he started his journey towards white house.

I thank all people who voted for him and all him to serve his country.

This showed me that one day Africa will be one of peaceful and strong continent.

Even when Martin Luther King was realing his dream about USA i think many people didn't take seriously but now his dream has come true.

KAMPALA - President Paul Kagame has said the first regional tripartite summit was a chance to remind African leaders that they needed to do more and faster so as to enhance and benefit from integration.
This was during the official opening of the first Common Market of Eastern and Southern Africa (COMESA), the East African Community (EAC) and the Southern African Development Community (SADC) Tripartite Summit of Heads of State held in Kampala , Uganda Wednesday.

Kenyan teacher, novelist, essayist, and playwright, whose works function as an important link between the pioneers of African writing and the younger generation of postcolonial writers. After imprisonment in 1978, Ngugi abandoned using English as the primary language of his work in favor of Gikuyu, his native tongue. The transition from colonialism to postcoloniality and the crisis of modernity has been a central issues in a great deal of Ngugi's writings.
Again the owl cried. Twice! 'A warning to her,' Njorege thought. And again his whole soul rose in anger - anger against all those with a white skin, all those foreign elements that had displaced the true sons of the land from their God-given place. Had God not promised Gekoyo that he would give all the land to the father of the tribe - he and his posterity? Now all the land had been taken away." Ngugi wa Thiong'o was born in Kamiriithu, near Limuru, Kiambu District, as the fifth child of the third of his father's four wives. At that time Kenya was under British rule, which ended in 1963.

Ngugi's family belonged to the Kenya's largest ethnic group, the Gikuyu. His father, Thiong'o wa Nducu, was a peasant farmer, who was forced to become a squatter after the British Imperial Act of 1915. Ngugi attended the mission-run school at Kamaandura in Limuru, Karinga school in Maanguu, and Alliance High School in Kikuyu. During these years Ngugi became a devout Christian. However, at school he also learned about the Gikuyu values and history and underwent the Gikuyu rite of passage ceremony. Later he rejected Christianity, and changed his original name in 1976 from James Ngugi, which he saw as a sign of colonialism, to Ngugi wa Thiong'o in honor of his Gikuyu heritage.

After receiving a B.A. in English at Makerere University College in Kampala (Uganda) in 1963, Ngugi worked briefly as a journalist in Nairobi. He married in 1961. Over the next seventeen years his wife, Nyambura, gave birth to six children. In 1962 Ngugi's play THE BLACK HERMIT was produced in Kampala. In 1964 he left for England to pursue graduate studies at the Leeds University in England.

The most prominent theme in Ngugi's early work was the conflict between the individual and the community. As a novelist Ngugi made his debut with WEEP NOT, CHILD (1964), which he started to write while he was at school in England. It was the first novel in English to be published by an East African author. Ngugi used the Bildungsroman form to tell the story of a young man, Njoroge. He loses his opportunity for further education when he is caught between idealistic dreams and the violent reality of the colonial exploitation. THE RIVER BETWEEN (1965) had as its background the Mau Mau Rebellion (1952-1956). The story was set in the late 1920s and 1930s and depicted an unhappy love affair in a rural community divided between Christian converts and non-Christians.

A GRAIN OF WHEAT (1967) marked Ngugi's break with cultural nationalism and his embracing of Fanonist Marxism. Ngugi refers in the title to the biblical theme of self-sacrifice, a part of the new birth: "unless a grain of wheat die." The allegorical story of one man's mistaken heroism and a search for the betrayer of a Mau Mau leader is set in a village, which has been destroyed in the war. The author's family was involved in the Mau Mau uprising. Ngugi's older brother had joined the movement, his stepbrother was killed, and his mother was arrested and tortured. Ngugi's village suffered in a campaign.

In the 1960s Ngugi was a reporter for the Nairobi Daily Nation and editor of Zuka from 1965 to 1970. He worked as a lecturer at several universities - at the University College in Nairobi (1967-69), at the Makerere University in Kampala (1969-70), and at the Northwestern University in Evanston in the United States (1970-71). Ngugi had resigned from his post at Nairobi University as a protest against government interference in the university, be he joined the faculty in 1973, becoming an associate professor and chairman of the department of literature. It had been formed in response to his and his colleagues' criticism of English - the British government had made in the 1950s instruction in English mandatory. Ngugi had asked in an article, written with Taban lo Liyong and Henry Owuor-Anyumba, "If there is need for a 'study of the historic continuity of a single culture', why can't this be African? Why can't African literature be at the centre so that we can view other cultures in relationship to it?" (from 'On the Abolition of the English Department', 1968) Acknowledging the influence of European literatures on African writing, Ngugi and his coauthors emphasized the importance of the oral tradition, Swahili literature, and the Caribbean novel and poetry.

In 1976 Ngugi chaired the cultural committee of the Kamiriithu Community Edcational and Cultural Centre, a collective that a ran a public theatre. The government denied its permission for performances in 1982. At the end of December 1977 Daniel arap Moi, then vice-president, ordered Ngugi detained in Mamiti Maximum Security Prison. Ngugi was imprisoned under Public Security Act for a year without trial for his involvement with a communal theatre in his home village. Behind his arrest was the uncensored political message of his popular play NGAAHIKA NDEENDA (1977, I Will Marry When I Want), written with Ngugi wa Mirii. Moreover, Ngugi's novel PETALS OF BLOOD (1978) drew attention with its keen sense of contemporary political events. It reflected change in Ngugi's work from portraying the colonial era to focusing on exploit and corruption in present-day Kenya. The story dealt with an investigation of the murder of three representatives of the new society, who have profited from neocolonialism. Ngugi's short story 'Minutes of Glory' examined the backside of economic progress - the life of women who were teared off from their villages and doomed to work as prostitutes in cities. The protagonist, Beatrice, is an exploited barmaid. "Her life was here in the bar among this crowd of lost strangers. Fallen from grace, fallen from grace. She was part of a generation which would never again be one with the soil, the crops, the wind and the moon. Not for them that whispering in dark hedges, not for her that dance and love-making under the glare of the moon, with the hills of TumuTumu rising to touch the sky." (from 'Minutes of Glory' in Secret Lives, 1976) Beatrice steals from a fellow victim, a lorry driver, and has her few minutes of freedom and admiration, before she is arrested.

After being released, Ngugi was not reinstated in his university post, and his family were subjected to frequent harassment. In 1980 Ngugi published the first modern novel written in Gikuyu, CAITAANI MUTHARA-INI (Devil on the Cross). He argued that literature written by Africans in a colonial language is not African literature, but "Afro-European literature." Writers must use their native languages to give the African literature its own genealogy and grammar.

Ngugi's prison diary DETAINED, written in English, appeared in 1981. He left Kenya in 1982 to live in self-imposed exile in London. In his book DECOLONISING THE MIND: THE POLITICS OF LANGUAGE IN AFRICAN LITERATURE (1986) Ngugi wrote that African writers should express themselves in indigenous languages in order to reach the African masses. Among Ngugi's most important works is MATIGARI (1987), in which the author builds his narrative on a famous Gikuyu folktale. In the satirical moral fable Martigari, a freedom fighter, emerges from the forest in the political dawn of post-independence Kenya. Searching for his family and a new future, he finds little has changed and vows to use force of arms to achieve his true liberation. According to a rumor, Matigari was taken seriously by Kenyan authorities as a revolutionary agitator plotting to overthrow the government, and a warrant was issued for his arrest.

Ngugi became in 1992 professor of comparative literature and performance studies at New York University, where he held the Erich Maria Remarque Chair. He has taught at the University of Bayreuth and the University of Auckland, New Zealand; and Yale, Smith, and at Amherst. In the 1990s, Ngugi published mostly non-fiction. Among his later novels is WIZARD OF THE CROW, set in the corrupted fictional Republic of Aburiria.

Luck Dude was Murdered in Rosettenville in Johannesburg on 24th of october last year during an attempted hijacking.His teenaged son and daughter witnessed the shooting.

It was sadness moment to all Lucky Dube's fun.Myself i was real touched about his death.

So today i would like to ask you to keep his message and remembering him always.

Lucky Dube dead at 43 of age.

Dr. Richard Sezibera : Big task- former envoy takes over health ministry, Amb. Joseph Mutaboba : Takes over the great lakes region, Penelope Kantarama: from Governor to Internal Security ministry.

Dr. Richard Sezibera was Saturday appointed the new Minister of Health in a mini cabinet reshuffle.

The former President’s Special Envoy to the Great Lakes replaces Dr Jean Damascene Ntawukuriryayo who was elected to Parliament last month and is now one of the two Deputy Speakers.

Amb. Joseph Mutaboba takes over from Sezibera as the Presidents Special Envoy. He was the Permanent Secretary (PS) in the Ministry of Internal Security.
Vincent Karega was transferred from the Ministry of Trade and Industry (MINICOM) to Natural Resources (MINIRENA) as the Minister of State in charge of Environment and Mining.
This post was formerly occupied by Munyanganizi Bikoro who is also now a Member of Parliament.

Coming in to fill Mutaboba’s seat in the internal security docket is Penelope Kantarama who until yesterday was the Governor of the Western Province.
A not-so-new face in the public sphere, Dr. Agnes Binagwaho, moves to the Health Ministry as the new PS to replace Caroline Kayonga who moves to MINIRENA in the same position.

Binagwaho’s former post of Executive Secretary of the National Aids Commission will be filled by Dr. Anita Asiimwe formerly head of the Treatment and Research AIDS Centre (TRAC).

LONDON (AFP) – The last remaining survivor of the Titanic disaster is auctioning mementoes from the doomed liner to pay for her nursing home fees, a newspaper said Thursday.

Millvina Dean, was only two months old when the Titanic struck an iceberg on its maiden voyage and sank in 1912, but now at the age of 96 she is struggling to make ends meet and hopes to make 3,000 pounds from the sale.

Personal items going under the hammer include a 100-year-old suitcase filled with clothes given to her family by the people of New York after they arrived there following the catastrophe.

Dean has lived in a nursing home for the last two years.

"I was hoping to be here for two weeks after breaking my hip but I developed an infection and have been here for two years. I am not able to live in my home any more," she told the Southern Daily Echo newspaper.

"I am selling it all now because I have to pay these nursing home fees and am selling anything that I think might fetch some money," she added. "The fees are quite expensive. The more money I can get from the auction the better."

Some 1,500 passengers and crew aboard the Titanic died when the White Star Line luxury ship sank in the frigid northern Atlantic ocean on its way from Southampton to New York.

Dean's family were emigrating to Kansas aboard the doomed liner. She was the youngest survivor, rescued along with her baby brother and mother Eva, although her father died.
In all, some 700 people survived the sinking, one of the worst maritime disasters ever. Their numbers have dwindled over the decades, leaving only Dean left after fellow Briton Barbara Joyce Dainton died last year.

The auction of her belongings will be held on Saturday at Henry Aldridge and Son auctioneers in the town of Devizes.

Rwandan business tycoon, Tribert Rujugiro, has been barred from leaving London by British authorities on the basis of an arrest warrant issued by the South African Prosecution Service for alleged tax evasion.
Rujugiro has substantial business interests– especially in the Tobacco field– in South Africa and all sub-Saharan countries, Libya, UK and Dubai.
He was arrested by police on arrival at Heathrow Airport on October 13 but applied for bail which he received three days later.
Speaking to The New Times on phone Saturday from London, Rujugiro said that he was ordered not to leave the country until a UK magistrate’s court could rule on an extradition request from South Africa.
“The South Africans have requested for at least 45 days to put together their case, in the meantime, I cannot leave,” ha revealed.
He said that his woes with the South African Revenue Service (SARS) began in June 2005 over tax related issues. A case was brought against him but the prosecution kept postponing the case.
“They postponed the trial 10 times because they had a weak case. They were just buying time,” he claimed.

WASHINGTON – Colin Powell, a Republican who was President Bush's first secretary of state, endorsed Democrat Barack Obama for president Sunday and criticized the tone of Republican John McCain's campaign.

Powell said both Obama and Republican John McCain are qualified to be commander in chief. But he said Obama is better suited to handle the nation's economic problems as well as help improve its standing in the world.

"It isn't easy for me to disappoint Sen. McCain in the way that I have this morning, and I regret that," Powell, interviewed on NBC's "Meet the Press," said of his longtime friend, the Arizona senator.

"But I firmly believe that at this point in America's history, we need a president that will not just continue, even with a new face and with the changes and with some maverick aspects, who will not just continue basically the policies that we have been following in recent years," Powell said.

"I think we need a transformational figure. I think we need a president who is a generational change and that's why I'm supporting Barack Obama, not out of any lack of respect or admiration for Sen. John McCain."

Powell's endorsement has been much anticipated because he is a Republican with impressive foreign policy credentials, a subject on which Obama is weak. At the same time, he is a black man and Obama would be the nation's first black president.

Powell said he was cognizant of the racial aspect of his endorsement, but said that was not the dominant factor in his decision. If it was, he said, he would have made the endorsement months ago.

Powell also expressed disappointment in the negative tone of McCain's campaign, his choice of Alaska Gov. Sarah Palin as a running mate and McCain's and Palin's decision to focus in the closing weeks of the contest on Obama's ties to 1960s-era radical William Ayers.
He said McCain's choice of Palin raised questions about judgment.

"I don't believe she's ready to be president of the United States," Powell said.
Powell, as secretary of state, helped make the case before the United Nations for the U.S.-led invasion of Iraq, launched in March 2003. A retired general, he also was the nation's top military commander, chairman of the Joint Chiefs of Staff, during the first Gulf war under President George H.W. Bush.

McCain disagreed with Powell's decision and said he has been endorsed by four other former secretaries of state, all veterans of Republican administrations: Henry Kissinger, James A. Baker III, Lawrence Eagleburger and Alexander Haig.

"Well, I've always admired and respected Gen. Powell. We're longtime friends. This doesn't come as a surprise," McCain said on "Fox News Sunday."

Asked whether Powell's endorsement would undercut his campaign's assertion that Obama is not ready to lead, McCain said: "Well, again, we have a very, we have a respectful disagreement, and I think the American people will pay close attention to our message for the future and keeping America secure."

DARFUR - The United Nations Under-Secretary-General for Peacekeeping Operation has awarded medals of service to Rwandan peacekeepers serving under the auspices of the United Nations African Union Mission in Darfur (UNAMID) in Zam Zam, Sector North.
Among those who were awarded medals presented by Alain Le Roy, the Head of the UN Under-Secretary-General for Peacekeeping Operations, were soldiers of the Rwandan contingent who lost their lives on July 8, 2008 during an ambush in Shangil Tobaya, North Darfur.
Their medals were handed to UNAMID Deputy Force Commander Major General Emmanuel Karenzi, who was also decorated, on October 9.
During the award ceremony, Le Roy praised UNAMID for its service in the restoration of peace and stability for the people of Darfur.

WASHINGTON (CNN) -- GOP Sen. John McCain must clearly differentiate his plan to fix the ailing economy from that of his rival Sen. Barack Obama at Wednesday night's presidential debate if he is to shake up the race, political analysts said.

Sens. Barack Obama and John McCain sparred about domestic policy during their second presidential debate.

"I think what he has to do is talk about the issues. ... He's got to talk about his economic plan," CNN senior political analyst Gloria Borger said. "Yes, he's got to convince voters that he's got the judgment to be president, but he's also got to convince voters to like him."
The third and final debate, taking place at Hofstra University in Hempstead, New York, at 9 p.m. ET, may be the last time the Republican presidential candidate may be able turn the race to his favor before Election Day, now less than three weeks away.
The 90-minute face-off, which will air on CNN and CNN.com, will undoubtedly focus on the economic crisis plaguing the country.
CNN political editor Mark Preston said the debate will likely be McCain's "last chance to reach tens of millions of people with his vision for America."
"He needs a game-changer," Preston said.

Ayers has been working for educational reform in Chicago. Obama's senior adviser Anita Dunn says: "What they are arguing is that somehow the fact that these two people, who both served as educational reformers in Chicago, both who did have their paths cross professionally as well as neighbors occasionally, that somehow this association is a problem because of Bill Ayers' past and things that happened in the 1960s when Barack Obama was 7 years old."
A CNN review of project records found nothing to suggest anything inappropriate in the volunteer projects in which the two men were involved.

Ayers has strong defenders in Chicago -- including Mayor Richard Daley, and the city gave Ayers its Citizen of the Year award in 1997.

On Tuesday, McCain outlined a detailed economic plan, which included tax-cutting proposals and other measures.
CNN contributor Roland Martin suggested that McCain would be better served if he continued to focus on his economic agenda during the debate rather than bring up Ayers.

"People are caring about pocketbook issues, and you can throw all kinds of extraneous stuff out," Martin said. "Bottom line... if McCain sticks to the economy and says how [he] can be a leader on these issues, he scores more points."
Alex Castellanos, a Republican consultant, agreed that McCain should focus on dollars-and-cents issues and make the differences between the two candidates' economic policies clear in the voters' minds.

"I think Sen. McCain... will say not that you don't know Barack Obama but you do," Castellanos said. "He's going to tax. He's going to spend. What happens if Democrats in Washington and a Democratic president get together and spend and tax without restraint, with no one to stop them -- no adult supervision?

"Make the case that's relevant to voters," Castellanos added. "Talk about risk that way but don't talk about risk... 20 years ago."

But Kevin Madden, the former spokesman for former Republican presidential candidate Mitt Romney, said McCain should not stop trying to attack Obama, arguing it would be right to raise doubt about Obama's credibility during Wednesday's debate.

"Ultimately, these debates are about moments," Madden said, "and John McCain needs to find a moment when he can crystallize the differences between him and Barack Obama on these attributes: that he's the credible leader, he's the person with experience, that he's the candidate with judgment, and Barack Obama is not."
And McCain said he'll probably bring up the Obama-Ayers connection in the Hofstra debate.

"I was astonished to hear him say that he was surprised I 'didn't have the guts' to do that, because the fact is, the question didn't come up in that fashion," McCain said of the last debate.

"I think he's probably ensured it will come up this time."
As the clock ticks down to the debate, both candidates are in full preparation mode.
Obama, according to spokeswoman Linda Douglass, is preparing for the debate at a resort in Toledo, Ohio, and staying in touch with his team of economic advisers.

Advisers say that as the debate nears, Obama gets a sense of calm, turns off his cell phone three hours ahead of time and just focuses.

He values them and acknowledges that in life we have to be consistent in order to keep our standards high. He doesn’t deny that it gets difficult to work at that time, because there are times when he, like any regular guy, would like to watch his sport late at night. Plans for new $40m five-star hotel unveiled

New Century Development Limited, a Hong Kong registered company yesterday unveiled a plan for a Five Star Hotel they will construct in the heart of Kigali City.
The Hotel, which will be located at the current Jali Club and the Headquarters of both Rwanda Television and Nyarugenge District premises, will be constructed at a cost of $40m (approx. Frw22bn).
“The construction begins in January next year and will take two years for the hotel to be fully finished,” said Billy Y.T Cheung, the Chief Executive Officer of African Star Limited, a subsidiary of New Century Development.
According to Cheung, the hotel, which will have over 200 luxury rooms, is the first investment the company, which mainly deals in real estate development, is sinking on the African continent.
“We chose to invest in Rwanda before any other African country because of, among others, the political stability…this is what investors look for in the first place,” said Cheung at a press briefing that took place at Kigali Serena Hotel yesterday.
He added that the political will and the reception given to investors was another factor that attracted them to Rwanda.
“It is amazing that it only took us a day to have our company registered here,” he said, adding, “We went to different countries including Kenya, Uganda and Tanzania for a survey but we chose to start our investment from Rwanda.”
According to Cheung, upon completion, the hotel will be opened to a hotel management company to run it and that they have already bought the land where the hotel and a commercial complex will be built.
The commercial complex that will have a conference centre and a 20-story office building, will be realized in what Cheung said will be the second phase of the project.
He estimated the complex which will be built just next to the hotel to cost between $30 and 40 million.
Cheung added that they are envisaging more investments in Rwanda especially in the manufacturing industry.
“Since we deal mainly in construction, we are looking at possibilities of tapping into this industry especially by manufacturing construction materials that will be supplied throughout the East African region,” he said.
He further said that he was optimistic that many Chinese companies will come to Rwanda in the future, attributing it to the investment atmosphere that is championed by President Paul Kagame.
New Century Development deals in real estate development and manufacturing and they have different investments in Asian countries that include Hong Kong, China, Malaysia and Indonesia.

Asked what she has achieved as an artist, Lucie Aline Kabatesi, alias Queen Ally looks up before she replies: “I generate money to assist orphans. I think this is productive.”
“I look after ten children who are orphans in Kimihurura. I am trying to help and see if they can too live a decent life,” she adds.
“I pay their school fees out of the money I get from my albums.”
Queen Ally was born in Nyamata in 1983 to Moses Rwasa and Marie Mukandamaje Kabatesi. She was born in the family of five, two boys and three girls. She went to ST. Famile in Kigali for her primary school and had her secondary at St. Alloys in Rwamagana.
She later joined Université Laïque Adventiste de Kigali (Unilak) where she is currently to pursuing business Management. Even before she completes studies, she entered the real world of business. She owns a stationary shop, Queen’s Papeterie and Decoration Services, in Kicukiro near Sona Tubes.
“Music has helped me live my dream. This is what I wanted to be when I was growing up,” says Lucie Aline Kabatesi, alias Queen Ally. Johannesburg: A teenage leopard with spiky green hair is the official mascot of the 2010 football World Cup in South Africa.
Zakumi, a life-size puppet whose name is a conflation of ZA (Zuid Afrika), the old Afrikaans abbreviation for South Africa, and `kumi`, meaning 10 in several African languages, was unveiled on national television in the World Cup host nation Monday evening.
Zakumi - portrayed on television as a live puppet with someone inside - belongs to a generation known in South Africa as the `born frees`.
Born in 1994, the year of South Africa`s first democratic elections, Zakumi was conceived by local designers as a symbol of the teenage Rainbow Nation, warts (or spots) and all.

Students finalizing their undergraduate studies at the National University of Rwanda (NUR) will no longer have to orally defend their dissertations before a lecturers’ jury to complete their studies, the Rector, Professor Silas Rwakabamba confirmed yesterday.
In the new arrangement, students will be submitting their works to the university after only two lecturers, the student’s research director and a proof reader, correct them and give marks basing on a written work.
“The logic behind it [stopping the oral defense] is that we have to keep up with other East African universities,” explained NUR’s Rector Prof. Silas Lwakabamba on phone, adding, “They [defenses] were taking so long yet students don’t have to delay.”
Prof. Lwakabamba said that the process of oral presentation of the dissertations involved three to four lecturers comprising the jury to mark the student after defending.
Accordingly, these would spend a long time reading the work thus delaying the students’ passing yet the dissertation is one of the university’s assignments
He said that the university had a big number of students who graduated this year partly because most of them had delayed in the process of defending their dissertation works.
